Moscow and St Petersburg PICINTSUMs

Moscow Criminality - Last 50 Days
Over the last 50 days, Intelligence Fusion has recorded multiple high-profile crimes in Moscow. There have been three major murders in the Russian capital. One was a murder/suicide involving a couple; one was the assassination of a businessman, whose body was found in the Eastern side of Moscow under still unknown circumstances; the other involved a well-known golfer who killed his mother. There has also been an increase in the detection of cases of drug trafficking, mostly small-scale criminality and seemingly part of a wider crackdown conducted by the police and the FSB, which have recently seized a large stock of illegal drugs and dismantled an international channel of narcotraffic linking criminals from Europe to Russia. The FSB has also been proactively working on countering potential threats from ISIS-related terrorism: the investigation led to the arrest of several fighters who were preparing attacks against Moscow, mainly natives of Central Asia. Finally, corruption confirms itself again as one of the most widespread crimes occurring in Moscow, although slightly shrinking, it still involves high-level professionals and politicians.
- It is a realistic probability that the authorities’ fight against drug trafficking will increase over the next months.
- The slight shrink in corruption cases in Moscow is unlikely to be the result of the recent strengthening of the anti corruption measures, as regional and mostly national trends confirm corruption is still widespread among the highest level of the ruling class.
Moscow Fires - Last 50 Days
Over the last 50 days, Moscow has witnessed a string of intensive fires, affecting offices, shopping malls and residential buildings. Recurring traits of the incidents reported were the cause of the outbreaks (typically short circuit) and the origin (attic, upper floors). The emergency services have generally intervened quickly and timely, managing to evacuate large crowds in a matter of a few minutes (see the shopping malls).
- It is a realistic probability that due to old cables and outdated electronic circuits, other fires will break out in buildings which have not had their electric components updated.
Moscow High Profile Cases - Last 50 Days
Over the last 50 days, there have been four high profile cases in Moscow. The majority of these occurred at Moscow's Regional Court during the trial of the so-called 'GTA gang'. While the defendants were transferred, they managed to overpower the guards and steal a gun; during the subsequent shootout, three of them died, other guards were hospitalised. Two additional shootings resulted in the intervention of police: one involved a man shooting from a high rise apartment in Northern Moscow, the other concerned a former lawyer who attempted to shoot at the police. Lastly, a major explosion occurred in greater Eastern Moscow, causing several cars and part of the surrounding facilities to be destroyed, and the death of a man.
St Petersburg Criminality - Last 50 Days
St. Petersburg authorities have achieved two major successes in dismantling organised crime: one involved the arrest of an important member of the well-known Peni’s gang, the other concerned the arrest of a real estate fraud gang. There has been a decrease in corruption cases, which however does not prove corruption is fading away, as demonstrated by national trends. Finally, there has been a slight increase in cases of robbery and violence.
St Petersburg Other Incidents - Last 50 Days
Over the last 50 days there have been minor incidents such as fires and the collision of a ship carrying several passengers, no one was injured. There have also been major security operations involving the arrest of seven ISIS-inspired terrorists who were planning attacks against the city, the removal of an unidentified black bag at the Pulkovo airport, and several bomb false alarms. Although the FSB is particularly careful in disclosing information and specifics regarding its operations, the alert on terrorism in the city remains high
